Requires health care service plan contracts and health insurance policies issued, amended, or renewed on or after January 1, 2017, to include HIV specialists as eligible primary care providers if they request that status and meet the plan's eligibility criteria for specialists.

Defines "HIV specialist" as a physician, physician assistant, or nurse practitioner who meets criteria published by the American Academy of HIV Medicine or the HIV Medicine Association, or who provides outpatient care under the federal Ryan White CARE Act.

Subjects access to HIV specialists to existing regulations and reporting requirements developed under Section 1367.03 of the Health and Safety Code for health care service plans and Section 10133.5 of the Insurance Code for health insurers.

Excludes specialized health care service plan contracts and specialized health insurance policies from the requirement to include HIV specialists as primary care providers.

Specifies that no state reimbursement is required because costs are limited to those associated with creating new crimes or changing criminal penalties.
