Appropriates $45,000 from the General Fund to the Merced Irrigation District for on-farm irrigation system and water use efficiency improvements for small communal farms in Merced County.

Defines eligible improvements including water pump maintenance/repair/replacement, water well casing maintenance/repair/replacement, and annual maintenance checks for wells and drainage systems.

Requires the Merced Irrigation District to report to the Legislature by April 30, 2018, on how funds were spent, improvements to irrigation efficiency achieved, and reductions in energy, fuel, and water usage.

Mandates the report evaluate, to the greatest extent possible, the effectiveness of expanding the program to assist small farms statewide.
