Authorizes the County of Placer to be treated as a regional transportation agency for purposes of using the Construction Manager/General Contractor (CM/GC) project delivery method for the Yankee Jims Road Bridge Project replacement.

Expands the CM/GC method authorization to include two specific bridge projects not on the state highway system: the Yerba Buena Island West Side Bridges Seismic Retrofit Project and the Yankee Jims Road Bridge Project in County of Placer.

Removes the requirement that projects must be developed in accordance with a voter-approved expenditure plan in order to use the CM/GC method.

Requires regional transportation agencies to evaluate both the traditional design-bid-build method and the CM/GC method before the agency board affirmatively adopts the procurement strategy in a public meeting.

Limits the County of Placer's designation as a regional transportation agency to purposes of Chapter 6.7 of the Public Contract Code only, with no extension of other transportation planning agency authority.
