Requires electrical corporations to establish utility service guarantee programs by July 1, 2018, that automatically provide customers a $30 bill credit for each continuous 24-hour period without power.

Specifies that all expenses from the bill credit program must be borne exclusively by shareholders and cannot be recovered through customer rates.

Exempts outages that are planned maintenance, caused by severe storms, involve inaccessible facilities, occur during declared emergencies, or affect vacant service locations.

Requires electrical corporations to conduct public outreach about the program and submit annual reports to the Legislature on customer credits issued.

Allows corporations with existing outage credit programs established by January 1, 2017, to update those programs instead of creating new ones.
