Specifies that the disadvantaged community member cannot be a current or former elected official

Maintains the existing 9-member composition of the High-Speed Rail Authority (5 Governor-appointed, 2 Senate-appointed, 2 Speaker-appointed)

Requires appointees to consider geographical diversity to ensure all regions of the state are adequately represented on the authority
