Delays the requirement for both state and local licenses for commercial cannabis activity until one year after the Bureau of Medical Cannabis Regulation posts notice that licensing authorities have commenced issuing licenses

Exempts qualified medical marijuana businesses in Los Angeles from requiring a local license if they meet specific criteria established by Los Angeles Measure D (approved May 21, 2013), including operation since September 14, 2007, registration with the city clerk by November 13, 2007, and business tax registration as a medical marijuana collective

State licenses issued to qualifying Los Angeles businesses have the same force and effect as licenses issued elsewhere and do not require separate local authorization

Allows Los Angeles voters to supersede the state license exemption if they approve an initiative authorizing local licensing of medical marijuana businesses before California begins issuing state licenses

Requires the City of Los Angeles to provide written or electronic notification to licensing authorities confirming applicants meet Measure D criteria before state licenses can be issued
