Requires the Governor to appoint one permanent nonfaculty employee to one of the 16 appointive positions on the California State University Board of Trustees.

Establishes an independent systemwide staff council of permanent nonfaculty employees to provide the Governor with a list of two nominees for the employee board position, with the Governor selecting one nominee to fill vacancies.

Specifies that the nonfaculty employee board member cannot be in management, confidential, or excluded classifications and thereafter all appointments to this position must be permanent nonfaculty employees.

Prohibits the permanent nonfaculty employee member from participating on subcommittees responsible for collective bargaining negotiations.

Provides that the nonfaculty employee member receives only actual and necessary travel expenses and $100 per day for attending official board business.
