Repeals and replaces Vehicle Code Section 27317 to create new misdemeanor offenses related to counterfeit and nonfunctional airbag components in motor vehicles.

Makes it illegal to knowingly manufacture, import, install, distribute, sell, or offer for sale counterfeit supplemental restraint system components, nonfunctional airbags, or devices that don't meet federal safety requirements under 49 CFR 571.208.

Prohibits knowingly selling, installing, or reinstalling devices that disable a vehicle's diagnostic warning systems for counterfeit or nonfunctional airbags.

Establishes penalties of up to $5,000 in fines and/or up to one year in county jail for violations.

Defines "nonfunctional airbag" to include previously deployed airbags, airbags with electrical faults, airbags with deceptive components, and airbags prohibited under federal law.
