Extends the sunset date for vacant residential property registration programs from January 1, 2018, to January 1, 2020, in Palmdale, Lancaster, and Ukiah.

Expands the program to include the County of San Bernardino and its cities if they adopt an ordinance or resolution indicating intent to participate.

Establishes procedures for property owners to register vacant one- to four-unit residences with local law enforcement and requires inspections at least every three days.

Allows property owners to file a "Declaration of Ownership" signed under penalty of perjury and provides liability for false declarations, including attorney's fees and damages up to $2,000.

Enables owners to seek temporary restraining orders and injunctions against unauthorized occupants, with violations subject to arrest for trespass and civil contempt.
