Establishes the California Seismic Safety Capital Access Loan Program to provide loans to residential property owners and small business owners for seismic retrofitting, administered by the California Pollution Control Financing Authority.

Creates the California Seismic Safety Capital Access Loan Program Fund with continuous appropriation to the authority; all funds are held in trust for program expenditures and administrative costs (limited to 5 percent of initial appropriation plus 5 percent of recaptured moneys).

Defines eligible seismic retrofit construction including foundation anchoring, cripple wall bracing, gas shutoff valves, and earthquake-resistant bracing for mobilehomes, with loans capped at $250,000 per project.

Requires local building code enforcement authorities to certify that buildings are hazardous and in danger of collapse before loans can be used; excludes costs for maintenance, repairs of earthquake damage, and work required by building codes unrelated to seismic retrofitting.

Authorizes the authority to adopt emergency regulations to implement the program, with loss coverage limited to no more than 10 years per loan and contributions recaptured upon loan maturation.
