Requires state agencies to submit annual reports by May 1 each year summarizing progress in reducing solid waste under the California Integrated Waste Management Act of 1989.

Adds requirement for state agencies to include a summary of compliance with recycling requirements for commercial solid waste and organic waste in their annual reports.

Maintains existing reporting requirements including disposal reduction calculations, waste generation changes, integrated waste management plan progress, and use of local waste handling programs.

Department of Resources Recycling and Recovery uses annual reports to determine whether state agency integrated waste management plans need revision.

Excludes district agricultural associations from the definition of "state agency" for reporting purposes.
