Amends Section 10133 of the Business and Professions Code to add a new exemption from real estate broker licensure requirements for individuals, agents, employees, or independent contractors of entities that provide housing services where the entity's sole real estate activities involve ownership or management of residential property they own or control

Prohibits this exemption from applying when an agent, employee, or independent contractor is paid commissions or compensation strictly on a transactional basis and is employed to make sales, exchanges, or leases to customers in the ordinary course of the entity's business of selling, exchanging, or leasing real property to the public

Maintains existing prohibition against using exemptions to evade real estate licensing requirements
