• Establishes legislative findings that teacher enrollment in preparation programs declined over 50 percent between 2008 and 2013, while 40 percent of new teachers leave within five years, and the California Beginning Teacher Support and Assessment System increases retention to nearly 90 percent.

• Appropriates an unspecified amount from the General Fund to the Superintendent of Public Instruction and Commission on Teacher Credentialing for the 2016-17 fiscal year to fund teacher induction programs, with intent that future funding be provided annually in the Budget Act.
