Requires the State Department of Health Care Services to issue a single license for integral facilities (2 or more facilities on same or different parcels serving 7+ persons under same management) instead of separate licenses.

Authorizes the department to deny new facility licenses if proposed location is within 300 feet of existing facilities, creating overconcentration, with exception for integral facilities that combine.

Allows the department to approve separations less than 300 feet if proximity would not conflict with local city or county regulations.

Requires the department or county licensing agency to notify local planning agencies at least 45 days before approving a new facility application.

Repeals provisions treating facilities serving 6 or fewer persons as single-family residential uses and removes local zoning restrictions on such facilities.
