Authorizes local agencies to create ordinances allowing junior accessory dwelling units (JADUs) in single-family residential zones, limited to one per residential lot.

Requires owner-occupancy of the main single-family residence, with the owner able to occupy either the original structure or the new JADU (exception for governmental agencies, land trusts, or housing organizations).

Mandates JADUs be no more than 500 square feet, constructed within existing walls using an existing bedroom, and include an efficiency kitchen with specified appliances and a separate entrance from the main structure.

Prohibits local agencies from requiring additional parking as a condition for JADU permits and requires deed restrictions preventing separate sale of the JADU from the main residence.

Requires permit applications to be processed ministerially within 120 days without discretionary review, and specifies JADUs are not considered separate dwelling units for fire protection, utility service, or connection fee purposes.
