Authorizes allocation of Greenhouse Gas Reduction Fund moneys to maximize delivery of integrated greenhouse gas reduction projects for households in low-income and disadvantaged communities, including advanced clean vehicles, solar, energy efficiency, organic waste diversion, and urban greening.

Requires state agencies administering grant programs funded from the Greenhouse Gas Reduction Fund to update guidelines encouraging coordination between grantees to streamline applications and reporting mechanisms for public benefits.

Mandates state agencies to authorize grantees to use a percentage of grant moneys for technical assistance to help members of the public apply for program benefits.

Requires state agencies to prioritize grant programs demonstrating characteristics such as coordination with other programs, ability to leverage additional funding, multiple benefits potential, replication potential, use of existing regional infrastructure, and inclusion of workforce development for veterans, foster care recipients, farmworkers, and at-risk youth.

Applies to programs receiving allocations from the fund consistent with the California Global Warming Solutions Act of 2006 and Division 25.5 of the Health and Safety Code.
