Requires the State Department of Education to develop prekindergarten learning development guidelines focused on preparing 4- and 5-year-old children for kindergarten based on current science and research on closing the school readiness gap.

Mandates the department convene the California Committee for Kindergarten Readiness stakeholder group by March 1, 2017, to evaluate and develop recommendations on kindergarten readiness with a clear definition and benchmarks due to the State Board and Legislature by January 1, 2018.

Specifies the 10-member committee composition including the State Board president, Superintendent, chair of the California Children and Families Commission, early childhood experts, teachers, and specialists in dual language learners and family engagement.

Repeals the kindergarten readiness committee and related provisions on January 1, 2019.

Removes provisions allowing local educational agencies to waive the Desired Results Quality Improvement System assessment requirements in favor of alternative formative assessments.
