Deletes effective July 1, 2017, the requirement to transfer miscellaneous State Highway Account revenues to the Transportation Debt Service Fund, eliminating offsetting transfers to the General Fund for Proposition 116 (1990) general obligation bond debt service.

Requires miscellaneous State Highway Account revenues to instead be retained and used solely for transportation expenditures consistent with Article XIX of the California Constitution restrictions on fuel tax revenues.

Removes from the eligible bonds list under the Transportation Debt Service Fund the Clean Air and Transportation Improvement Act of 1990 bonds, effective July 1, 2017.

Establishes separate provisions effective July 1, 2017, for handling transportation revenues and bond debt service through amended Government Code Section 16965 and Streets and Highways Code Section 183.1.
