Establishes an incentive grant program administered by the California Community Colleges Chancellor's Office, beginning in the 2017-18 academic year, providing $1,000 per eligible industry-recognized credential earned by students at participating campuses.

Requires participating campuses to document student attainment of eligible credentials and report data to the Chancellor's Office annually, with penalties including refund of all incentive grant funds for non-compliance or intentionally incorrect data.

Mandates that campuses use incentive grant funds to improve workforce development and career technical education programs through equipment upgrades, supplies, program expansion, or similar improvements, but prohibits use for personnel salaries or benefits.

Requires the Chancellor's Office to work with workforce boards, businesses, and state agencies to identify high-demand industry-recognized credentials, prioritizing relevance to labor market needs, skills gaps, wage projections, and employment placement rates.

Requires the Chancellor's Office to submit reports to the Legislature by December 1, 2018, and every three years thereafter, including information on allocated funds and industries receiving support.
