Between January 2, 2018, and January 1, 2023, requires at least 50% of annual funding for medium- and heavy-duty truck technology to support commercial deployment of existing zero- and near-zero-emission heavy-duty trucks and buses meeting 0.02 grams per brake horsepower-hour oxides of nitrogen standards, with at least 2/3 allocated to truck projects.

Mandates heavy-duty trucks and buses with internal combustion engines use at least 30% renewable fuel from January 2, 2018 to January 1, 2020, increasing to 50% renewable fuel beginning January 2, 2020, with state board authority to increase percentages if commercially feasible.

Limits incentives to any single vehicle or engine manufacturer to 49% of available annual funding and requires competitive allocation of funds to projects achieving the greatest greenhouse gas emissions reductions.

Authorizes the state board to increase emission standards for funded projects based on specified findings and requires posting of emissions reduction results and benefits on the state board's website every two years.
