Prohibits the Department of Justice from charging fees to Court Appointed Special Advocate (CASA) programs for state-level criminal offender record information requests.

Allows designated CASA programs to submit fingerprint images and related information of employment and volunteer candidates to obtain child abuse investigation records, state and federal convictions, and certain arrest information.

Requires CASA programs requesting state-level criminal offender record information to also request subsequent arrest notification for all employment and volunteer candidates.

Maintains that the Department of Justice may still charge fees sufficient to cover the cost of processing requests for federal-level criminal offender record information.

Limits designated CASA programs to one per California county, with each program required to be designated by the local presiding juvenile court judge and adhere to Judicial Council guidelines.
