• Establishes The New University of California as a 4th segment of public postsecondary education alongside California Community Colleges, California State University, and University of California

• University provides no instruction but issues associate and baccalaureate degrees to students who pass peer-reviewed examinations; students may prepare through any source including online courses

• Creates an 11-member Board of Trustees including 5 ex officio members (Governor, Lieutenant Governor, Superintendent of Public Instruction, Speaker of Assembly, and Chancellor) and 6 public members appointed by the Governor and confirmed by the Senate

• Chancellor serves as chief executive officer, appointed by and serving at the pleasure of the board of trustees

• University may charge examination fees limited to cost recovery and may seek accreditation from the Western Association of Schools and Colleges or other appropriate accrediting bodies
