Amends Section 1788.2 of the Civil Code to exempt law firms from the definition of "debt collector" under California debt collection law.

Defines a qualifying "law firm" as either two or more attorneys whose activities constitute the practice of law and who share profits, expenses, and liabilities, or a law corporation employing more than one lawyer.

Maintains the existing exemption for individual attorneys and counselors at law from debt collector regulations.

Requires majority vote for passage with no appropriation or fiscal committee requirements and no state-mandated local program impacts.
