Authorizes Department of Transportation to lease property under or adjacent to freeways in San Francisco to the city, county, or state agencies for park, recreational, or open-space purposes within priority development areas on a right of first refusal basis.

Sets lease amounts for park and recreational uses at 10 percent or less of average fair market lease value for up to 10 parcels, compared to $1 per month for emergency shelter or feeding programs.

Requires lessees to fund infrastructure construction, assume full liability, and pay all nonhighway maintenance costs, with option to generate limited revenue through retail uses if excess revenues above maintenance costs are shared with the state at a rate not less than 50 percent.

Defines "priority development area" as an area identified in a sustainable communities strategy developed under Government Code Section 65080, supporting regional growth and greenhouse gas emission reduction goals.

Maintains existing $500 annual administrative fee cap for both emergency shelter and park/recreational leases, with allowance for higher fees if determined necessary by the department.
