Amends Section 21157.5 of the Public Resources Code to clarify provisions for mitigated negative declarations on subsequent projects under the California Environmental Quality Act (CEQA)

Changes "any proposed subsequent project" to "a proposed subsequent project" when conditions are met for preparing a mitigated negative declaration

Requires a mitigated negative declaration when an initial study identifies potentially new or additional significant environmental effects not analyzed in a master environmental impact report

Requires feasible mitigation measures or alternatives to be incorporated before the negative declaration is released for public review to avoid or mitigate effects to where no significant environmental effect will occur

Requires preparation of an environmental impact report or focused environmental impact report if substantial evidence shows a subsequent project may have significant effects and a mitigated negative declaration is not prepared
