Requires the Department of Transportation to prepare inventories of all state-designated and locally-designated truck routes, including maps, weight limits, height restrictions, and available trucking services.

Mandates creation of a statewide Truck Route Network Internet website with an interactive map detailing all state and local truck route information.

Requires the department to identify infrastructure inconsistencies, bottlenecks, and gaps in trucking services such as fueling stations, parking, and rest areas across jurisdictions.

Directs the department to notify local governments of identified trucking network gaps, cross-jurisdictional inefficiencies, and deficiencies in truck route information.

Requires submission of a comprehensive plan and schedule to the Governor and Legislature by July 1, 2019, addressing all identified inefficiencies and gaps, including annual and total cost estimates.
