Authorizes the Secretary of State to apply for membership in the Electronic Registration Information Center and execute a membership agreement on behalf of California if approved.

Removes the previous requirement for the Secretary of State to enter into agreements with other states to share voter registration information and eliminates the mandate to participate in the Interstate Voter Registration Data Crosscheck Program.

Requires the Secretary of State to maintain confidentiality of any confidential information or data received from other states while in possession.

Authorizes the Secretary of State to share confidential information or data with persons or organizations pursuant to an agreement under this section, notwithstanding other privacy protections in law.

Authorizes the Secretary of State to adopt regulations necessary to implement these provisions.
