AB 2434 Summary

• Establishes a 9-member Blue Ribbon Commission on Public Postsecondary Education with members appointed by the Governor (3), Senate Committee on Rules (3), and Speaker of the Assembly (3) to make recommendations on improving access to and affordability in postsecondary education.

• Requires the commission to conduct at least 10 public hearings in geographically diverse regions focused on underrepresented groups and to study enrollment capacity, campus needs, diversity in admissions, and resources required for a tuition-free public postsecondary education system.

• Mandates the commission publish a comprehensive report by March 31, 2018, addressing universal access goals, enrollment slot requirements to graduate an additional 1,100,000 Californians by 2030, and funding mechanisms needed for affordable tuition-free education.

• Requires the Office of the Blue Ribbon Commission to close by June 30, 2018, with all commission documents and working papers becoming property of the State Archives upon the chapter's repeal on January 1, 2019.

• Establishes an executive director position to oversee the commission's operations and directs the commission to consult with higher education segments, the Department of Finance, Legislative Analyst's Office, and Student Aid Commission.
