Amends Section 57400 of the Government Code regarding the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

Changes language from "all persons formerly entitled to vote" to "any persons formerly entitled to vote" by reason of residing within a disincorporated city's territory.

Clarifies that upon disincorporation, the city's territory, all inhabitants, and persons formerly entitled to vote cease to be subject to the disincorporated city's jurisdiction.

Confirms that former residents and voters of a disincorporated city have none of the rights or duties of city inhabitants or voters after disincorporation becomes effective.

Identified as a technical, nonsubstantive change to existing law.
