Requires health care service plans and health insurers to notify enrollees/insureds at time of delivery or within 30 days of prescription drug purchase about the enrollee's cost-sharing amount, including copayments, coinsurance, deductibles, and out-of-pocket maximums.

Requires notification of the publicly available, nonproprietary wholesale acquisition cost (WAC) of the prescription drug.

Applies to contracts, policies, and plans issued, amended, or renewed on or after January 1, 2017, that provide prescription drug benefits coverage.

Directs the Department of Managed Health Care to adopt regulations implementing these requirements by January 1, 2018.

Provides no state reimbursement to local agencies or school districts under Article XIII B of the California Constitution.
