Appropriates $15,000,000 from the General Fund to the Controller for distribution to counties based on their proportionate contribution to the state's DNA Identification Fund as of January 1, 2017.

Requires county treasurers to deposit funds into a county DNA Identification Fund and clearly distinguish these funds from other moneys in the fund.

Authorizes use of funds to assist local law enforcement with investigation of unsolved cold cases involving biological evidence and cases where DNA matches have been identified, provided at least three years have elapsed since the original crime.

Requires district attorneys to publicize on their website and notify local media when an investigation funded by this appropriation results in a solved case.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made pursuant to existing statutory procedures.
