Amends Education Code Section 52060 to modify how school districts measure school climate in their local control and accountability plans.

Replaces the metric of "number of practicing school psychologists working on school climate issues" with "the extent to which pupils have access to school psychologists or counselors to address issues including, but not limited to, mental health concerns, conflict resolution, and bullying."

Requires school districts to adopt and update local control and accountability plans on or before July 1 of each year, with plans effective for three years.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7 (commencing with Section 17500).
