Amends Section 13753 of the Welfare and Institutions Code to require counties to provide Social Security Insurance (SSI) information to foster youth at age 17 instead of age 18.

Counties must inform foster youth about federal requirements to establish continuing disability for SSI benefits to continue after age 18.

Counties must provide information on becoming an independent payee or designating a representative payee for SSI benefits and explain any accumulated benefits.

Counties must assist foster youth in fulfilling these information and payee designation requirements as appropriate.

State reimbursement for increased county costs is limited to funding provided by the state for programs mandated under the 2011 Realignment Legislation.
