Amends Section 17077.30 of the Education Code to make a nonsubstantive change to energy analysis and report provisions for school facilities funding applications

Allows school districts to certify that an energy analysis and report has been prepared demonstrating how facilities would exceed minimum building energy-efficiency standards using renewable technologies

Sets cost limits for energy analyses: $7,500 for elementary schools, $10,000 for middle schools, and $15,000 for high schools

Requires energy analysis to include life-cycle cost analysis for conservation measures with a return on investment of less than 15 years

Permits school districts to count energy audit expenditures and incentive/grant/rebate funds toward local matching fund requirements
