Allows CalWORKs recipients without a high school diploma or equivalent to participate in high school equivalency programs (GED, TASC, HiSET, or similar state-recognized tests) as a welfare-to-work activity.

Permits recipients to participate in high school equivalency programs in place of job search or job club activities, with no prior assessment requirement.

Exempts up to 12 months of high school equivalency program participation from the 24-month welfare-to-work activity time limit for recipients who have participated for at least 6 months but have not yet obtained their certificate.

Eliminates the requirement for counties to conduct assessments before recipients can engage in high school equivalency programs to satisfy welfare-to-work requirements.

Makes high school equivalency program participation optional, allowing recipients to choose job search or job club activities instead.
