Increases State 911 Advisory Board membership from 11 to 13 members appointed by the Governor who serve at the Governor's pleasure.

Prohibits representatives from the California Emergency Medical Services Authority or those with a background in the telecommunications industry from serving on the board if they received substantial income from these sectors during the 2 years prior to appointment.

Prevents board members from personally and substantially participating in matters where the board is a party if the member, their spouse, minor child, partner, or their affiliated organizations have a direct or indirect financial interest.

Prohibits board members from acting as agents, attorneys, or employees for parties other than the state in judicial or administrative proceedings where the advisory board is a party or has a direct, substantial interest.

Restricts representatives from the California Emergency Medical Services Authority or those with telecommunications industry background from being employed in those sectors within 2 years after leaving the board.
