Requires electrical corporations to consider findings from the Demand Response Potential Study (Commission Order D.14-12-024) when determining availability of cost-effective, reliable, and feasible demand reduction resources.

Mandates the Public Utilities Commission require electrical corporations to demonstrate compliance with their approved procurement plans prior to approving any contracts for new gas-fired generating units.

Adds requirement for electrical corporations to actively seek and provide greater preference to non-gas-fired generating unit resources located in communities with cumulative pollution burdens, including high levels of toxic air contaminants, criteria air pollutants, and greenhouse gases (applicable to contracts signed after January 1, 2017).

Incorporates provisions from both AB 2454 and AB 1937 into Section 454.5 of the Public Utilities Code, with Section 1.5 becoming operative only if both bills are enacted before January 1, 2017 and AB 2454 is chaptered last.

Specifies that no state reimbursement is required under Article XIII B of the California Constitution because costs are limited to creation of new crimes or changes to criminal penalties.
