Removes requirement that the Judicial Council set preliminary allocations for trial court funding, set aside 2% of funds for emergencies, and report annually to the Legislature on use of those funds.

Repeals the 1% limitation on unexpended funds that trial courts could carry over from one fiscal year to the next.

Grants the Judicial Council authority to decide whether and how much unexpended funds trial courts may carry over from one fiscal year to the next, replacing the prior automatic 1% carryover allowance.

Maintains the Judicial Council's overall responsibility to adopt budgets and allocate funding for trial courts to ensure equal access and promote operational efficiencies.
