Establishes a $1,000 maximum penalty cap per aggrieved employee in civil actions brought under the Labor Code Private Attorneys General Act of 2004.

Allows courts to award lesser penalties than the statutory maximum if the full penalty would be unjust, arbitrary and oppressive, or confiscatory, but total penalty cannot exceed $1,000 per employee.

Maintains existing provisions allowing employees to recover civil penalties that would otherwise be assessed by the Labor and Workforce Development Agency for Labor Code violations.

Preserves the 75 percent/25 percent penalty distribution split between the Labor and Workforce Development Agency and aggrieved employees, except for violations by non-employing persons where 100 percent goes to the agency.
