Defines "imprisoned" as currently serving a state or federal prison sentence and "parole" as supervision by the Department of Corrections and Rehabilitation for purposes of voter registration eligibility.

Clarifies that "conviction" does not include juvenile adjudications under Welfare and Institutions Code Section 203.

Requires county voter registration programs to update printed literature and media announcements to specify "not currently imprisoned in a state or federal prison or on state parole" for felony convictions.

Changes the court clerk reporting requirement to furnish statements showing only persons committed to state prison for felony convictions (rather than all felony convictions) to county elections officials at least monthly.

Authorizes reimbursement to local agencies and school districts for state-mandated costs through existing statutory procedures if the Commission on State Mandates determines costs are mandated.
