Requires the Alameda County local agency formation commission to order dissolution of Eden Township Healthcare District if the district meets all four specified criteria: does not receive property tax allocation, has substantial net assets, does not provide direct health care services, and fails to comply with Section 32496 if enacted.

Subjects any dissolution ordered under these provisions to voter confirmation only if a majority protest exists, rather than automatic voter approval required for other health care district dissolutions.

Defines "direct health care service" as ownership or operation of a hospital, medical clinic, wellness center, or ambulance service.

Establishes that this is a special statute applicable only to Eden Township Healthcare District in Alameda County due to unique circumstances.

Provides for state reimbursement to local agencies for any costs mandated by this act through existing statutory procedures.
