Removes requirement that personal vehicle sharing programs facilitate installation and maintenance of computer hardware, software, and signage, and pay for damage or theft of that equipment.

Changes liability trigger point from vehicle being returned to "a location designated by the personal vehicle sharing program" to "the location designated and agreed to by both the vehicle owner and the user of the vehicle."

Clarifies that private passenger motor vehicles used in compliant personal vehicle sharing programs shall not be classified as commercial, for-hire, or livery vehicles solely based on such use.

Requires personal vehicle sharing programs to provide insurance coverage at least three times the minimum requirements and maintain verifiable electronic records of vehicle use, locations, and mileage.

Prohibits insurance policies from being canceled, voided, or nonrenewed solely because a vehicle participates in a compliant personal vehicle sharing program.
