Establishes the Veteran Resource Centers Grant Program to provide grants to California Community College districts and campuses for veteran resource centers serving over 60,000 enrolled veterans and active duty service members.

Creates the Veteran Resource Centers Grant Fund in the State Treasury, with moneys allocated upon legislative appropriation to the Chancellor of the California Community Colleges for program administration and grant distribution.

Requires the Chancellor to develop application criteria, administrative guidelines, and other program requirements by May 26, 2017, through a stakeholder process and public meetings.

Mandates that grant applicants receiving awards in the first fiscal year of the program are not required to match funds, while applicants in subsequent fiscal years must match grant awards dollar-for-dollar.

Repeals the program on January 1, 2023, unless the Legislature enacts legislation before that date to extend or delete the repeal date.
