Authorizes state or local health departments to establish and operate adult public health or medical intervention programs, including supervised consumption services, to reduce death, disease, or injury from controlled substance use.

Requires authorized programs to provide substance use disorder treatment either directly or through referral, in addition to preventing death, disease, or injury.

Provides criminal immunity from arrest, prosecution, and property forfeiture for property owners, managers, employees, volunteers, and clients involved in operating or using authorized programs under sections 11350, 11364, 11365, 11366, 11366.5, 11377, and 11550(a).

Protections apply only to actions and conduct explicitly authorized by state or local health departments under the program authorization.
