Repeals the California Senior Legislature Fund contribution program for taxable years beginning before January 1, 2016, and replaces it with a new California Senior Citizen Advocacy Fund starting January 1, 2016.

Allows individual taxpayers to voluntarily designate contributions of $1 or more in excess of their tax liability on their income tax returns to support the California Senior Legislature's activities for older persons.

Establishes the California Senior Citizen Advocacy Fund in the State Treasury to receive designated contributions, with funds allocated to reimburse the Franchise Tax Board and Controller for administrative costs, and remaining balance going to the California Senior Legislature.

Requires the California Senior Legislature's website to report organization goals, summaries of proposed bills, and all events funded by the California Senior Citizen Advocacy Fund each year.

Automatically repeals the contribution program on December 1, 2021, unless minimum annual contributions of $250,000 (adjusted annually for inflation) are met, with the Franchise Tax Board determining continuation by September 1 each year.
