Requires the Department of Housing and Community Development to determine regional housing need at least two years and three months prior to the scheduled revision of a housing element (moved up from two years)

Requires councils of governments (or the department if no council exists) to adopt a final regional housing need allocation plan at least one year and three months prior to the scheduled housing element revision (moved up from one year)

Allows the department to extend these determination deadlines by up to 60 days if needed to access recent census data or Department of Finance data, with corresponding extensions to housing element revision deadlines

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover the mandated program costs
