• Requires local governments to adopt procedures and timelines for processing density bonus applications and provide applicants with a list of required documents for submission.

• Prohibits local governments from requiring additional reports or studies as a condition of density bonus applications, except for reasonable documentation to establish eligibility.

• Expands the definition of "housing development" to include mixed-use developments with 5 or more residential units.

• Changes the standard for granting requested incentives or concessions from a "required to provide affordable housing" test to a "results in identifiable and actual cost reductions" test.

• Requires each component of density calculations resulting in fractional units to be rounded up to the next whole number and declares this to be existing law.
