Amends Education Code Section 69519 to establish new eligibility requirements for Chafee grant awards for foster youth, effective with the 2017-18 academic year.

Restricts new Chafee grant awards to students attending qualifying institutions eligible for the Cal Grant Program or out-of-state institutions meeting specified Cal Grant Program requirements.

Maintains the Student Aid Commission's operation of the federally funded Chafee Educational and Training Voucher program through an interagency agreement with the State Department of Social Services.

Preserves state funding as supplemental to federal funds and retains the Commission's authority to determine individual award amounts and total number of students awarded annually based on available funding.
