Adds video communications and telephone communications to the definition of "telehealth" and allows patients to provide digital consent in addition to oral or written consent for telehealth services.

Prohibits health care service plans and health insurers from requiring in-person contact, limiting service settings, or requiring telehealth use when it is not clinically appropriate.

Requires health care service plans and health insurers to provide coverage and reimbursement for telehealth services at rates equal to in-person services, with copayments and deductibles no less favorable than equivalent in-person care.

Prohibits health care service plans and health insurers from limiting coverage based on contracts with independent telehealth providers or altering the provider-patient relationship based on the service delivery method used.

Applies confidentiality laws and patient privacy rights to telehealth services and allows utilization review of telehealth services using the same standards as in-person care.
