Creates the Task Force on California Women Veterans Health Care within the Department of Veterans Affairs, comprised of 9 voting members appointed by the Secretary of Veterans Affairs, until July 1, 2022.

Requires the task force to study women veterans' health care needs including mental health services, inpatient treatment availability, military sexual trauma treatment, and access to care within federal and state systems.

Mandates the task force submit annual reports to the Governor and relevant legislative committees beginning January 1, 2020 through January 1, 2022 with findings and recommendations.

Requires the task force to consult with the U.S. Department of Veterans Affairs, State Department of Public Health, Department of Managed Health Care, and county veterans service officers during its study and reporting.

Task force automatically becomes inoperative July 1, 2022 and is repealed January 1, 2023, unless extended by subsequent legislation.
